On March 9, 2010 we visited the ERC (Emergency Centre Rom) via an Amaryllis - a few yards inside the GRA - where the only inhabitants were brought former Casilino who rejected the "field solution". The facility was a former CARA (Care Centre for Asylum Seekers) is also used for emergency cooling. Do not know the ownership, management is of the 'Confraternity, the costs are 40 € per person per day.
The complex is a former textile factory in masonry, it is clean and warm and running, but overcrowded, 18 rooms plus 4 offices where there are currently:
- 64 Montenegrin Roma including 40 children, coming from the clearing of Casilino 900, the only ones who refused to go into the field of containers. They signed a paper that says they can stay there 10 months, in the meantime expect the municipality make a new field for them and other former Montenegrin Casilino 900. They occupy 12 rooms, one for family.
- 65 Romanian Roma , including 16 children, come from the clearing away of the angels, in the slums were the first 88 arrived on Jan. 16. They occupy six rooms, and in some there are 10 people in a promiscuous. They've promised a field, meanwhile, have put them there, March 15 if they are going or being home alone, or assisted return to Romania, or rebuild the barracks somewhere. Together they have written a document that was brought to the City and Prefecture, and now the transfer has been suspended.
Services:
- Health: The doctor goes to the center on Tuesdays and Thursdays for children and adults.
- Heating: radiators are turned on from 5 to 17, then there is no problem for heating or for electricity or hot water.
- Storage materials: there is a kind of store where they could put a few things that came into the room, other things held in the truck or car. The problem is the material ferrous and non ferrous metals which are used to support the family with the metals markets and retailers.
- Toilets: for each room are a sink, a bathroom and shower, defined by an alphanumeric code. The bathrooms are locked, so they are intended for one family, while the showers are the problem: having no tent, while washing (only men or only women) are forced to close all the bathrooms in the big room key, for mount curtains in front of the showers must have (and waiting) the authorization from the district ...
We found a high level of self-organization :
- school children continue to attend schools where they were before. Their parents take them spontaneously in the car and there are buses and contracts with the school, and do not seem crear their big problems because everyone has a car and the schools are not far off.
- cleaning of common areas: if they take turns one week and one week Montenegrin Romanian. Every day four women and two men cleaned the corridors leading out of the garbage. The initiative was taken spontaneously by the people.
- food: eating together at table, asked to assemble the kitchen where you can cook at his own expense, but waiting for permission
Testimony:
Gianni (20 years old, married with one child) told us that in general are good, even if the food is not much (take him out every day, we also have pictures of some dishes, not at all attractive). The main problem according to him is the lack of adequate space for the collection of iron. We also spoke of a "contract" to stay there 10 months, then there is the promise of a new field. You say (and seem well) happy with the arrangement and, given what happened to the other, they have good reason: John has visited a few times to friends who were taken from Casilino in other fields, and is aware that, at present, among the most fortunate.
